I changed it to 'most' when I remembered Goldeneye so now I want to remember these. But there are too many grey areas in the story for me to just write him off as 'evil' before the film even starts. Overall, what you believe Trevelyan's intention is could easily be right. The fact that Trevelyan bothered faking his death as elaborately as he did to my mind implies that he wanted Bond to leave the complex alive so he could corroborate the tale. Oramov demands surrender and only fires when fired upon (the nervous soldier who he executes aside). We don't know that he wanted to kill Bond. 006 could easily have manouvered himself into a position of power through force (as many people did), moreover he is also shown to be more competent than Oramov as a leader so it's not unthinkable that the defector surpassed the man who helped him defect over the 9 years. The power dynamic in Oramov and Trevelyan's relationship could easily change in 9 years, particularly in a temperamental political climate like post-Soviet Russia. The things we know for certain are that he planned to fake his own death and that at the time the opening is set he is cooperating with Oramov to defect. It's logical, but that doesn't mean it's the only way to read his character. Most, if not all of that, is supposition though.
